Rally uses two tiers of roles — Organization and Campaign — that together control who can see and do what in the admin panel. This article explains what each role means, how to invite people, and how to decide who should have what level of access.
Every Rally account has an organization, and every campaign belongs to that organization. Access at the org level is governed by one of two roles:
Organization Admin — Full edit access to everything: org-level settings, all campaign settings, managing other admins, inviting people, voter file uploads, and more. Admins can also see and manage all campaigns in the organization.
Organization Organizer — Read-only access to most features. Organizers can view all sections across the org and its campaigns but cannot edit settings, manage admins, or make structural changes. The one exception: Organizers can record event attendance.
In sections that are Admin-only, Organizers can still view content but will see editing controls disabled or hidden.
Within a campaign, participants fall into one of the following states:
Mobilizer — An approved member of the campaign. Mobilizers access the mobilizer-facing interface (not the admin panel), where they complete missions and actions and engage their network. This is the role for volunteers, staffers, and anyone doing outreach.
Applicant — Someone who has signed up but not yet been approved. If your campaign requires approval to join, new signups land here until an admin reviews and approves or rejects them. Once approved, they become a Mobilizer.
Rejected / Suppressed — People who have been declined or removed from a campaign. They cannot access the campaign and will not appear in active mobilizer lists.

Note on admin access within campaigns — Admin access to a campaign's admin panel is controlled by organization-level roles, not campaign roles. An Organization Admin or Organizer can manage any campaign in the org. There is no separate campaign-specific admin role in active use.
