Voter Registration

This article walks through the Voter Registration flow in Rally, including:

The Mobilizer Experience

When a mobilizer is unable to find a match for their contact, they’ll be asked a few questions about their contact’s voter registration eligibility, or if they think they might already be registered.

Based on their answer, their contact will be marked with a match status: Matched, No Match Found, Can Register, Can’t Register, or Registration Uncertain.

Match Statuses

Admins are able to target actions by these match statuses. (For example: Send them to IWillVote.com to get registered!) Here’s a breakdown of what each match status means:

Match Status Description
Matched The contact has been added and successfully matched to the Voter File.
Not Yet Matched

We don’t have any info from the mobilizer about whether or not this person is in the voter file. This means they either skipped matching, looked at potential matches but navigated away, or had a match but deleted it.

Contacts in this state are automatically put into a special task on the top of the Tasks page that prompts mobilizers to finish matching them.

No Match Found The mobilizer was not able to match this contact, but it either happened before the Voter Registration flow was introduced, or they selected “I think this person is registered, they just weren’t showing up”.
Can Register The mobilizer completed the Voter Registration flow for this contact, and answered “Yes” to the question: “Is [Name] eligible to register to vote?”
Can’t Register The mobilizer completed the Voter Registration flow for this contact. The response “No” was recorded under the question “Is [Name] eligible to register to vote?”
Registration Uncertain The mobilizer completed the Voter Registration flow for this contact. The response “I’m not sure” was recorded under the question “Is [Name] eligible to register to vote?”

Action Targeting with Match Statuses

From the Action Items Editor, you can target Actions based on a contact’s match status. This includes if they’re matched or unmatched to their voter file, as well as statuses associated with contacts who’ve been through the voter registration flow: Matched, Not Yet Matched, No Match Found, Can Register, Can’t Register, or Registration Uncertain.

Under the header, “Target this action by …” simply select the match status criteria for the contacts you want to surface the action to. Check out our Action Items support article to learn more about action targeting.

Here are some examples of actions you might make based on match status:

Match Status Action
Can Register
  • Title: Help them get registered
  • Description: Send them to IWillVote.com to register to vote. Let us know if they plan to register below.
  • [Multiple choice action; responses: Yes!, No, Not Right Now]
Can’t Register
  • Title: Ask them to volunteer!
  • Description: Share this link [LINK] to sign up for an upcoming volunteer event. Let us know if they’ll attend below!
  • [Multiple choice action; responses: Yes!, No, Not Right Now]
Registration Uncertain
  • Title: Share more info about registering to vote.
  • Description: Help your friend figure out if they can register to vote by sending them this resource. They can also call the Voter Assistance Hotline (833-336-8683) to ask specific questions. Let us know what you learned below.
  • [Multiple choice action; responses: They’re eligible; They’re not eligible; Still not sure]

We don’t recommend targeting actions by Not Yet Matched or No Match Found. The Rally team will look into contacts in the “No Match Found” group to make sure our voter file matching is up to date. And mobilizers already get a special task on the Task page that prompts them to finish matching contacts in the “Not Yet Matched” bucket.
